Yes. That's deliberate. Japan is deep enough to cover properly for years, and doing one country well is more useful to you than doing thirty shallowly.

Do I need to have been to Japan before?

No. Most of what we publish is written for a first trip, and every guide says up front whether it assumes any prior visits. Repeat visitors get their own tag so you can skip the basics.
